President Trump is using tariffs in a very non-traditional way. Originally tariffs were designed to protect domestic industry from cheap foreign goods and foreign government subsidies by making imported goods more expensive. In the era of globalization, the use of tariffs is far more complicated, often driving more manufacturers offshore, developing suppliers in different countries, and implementing other company tactics to avoid paying tariffs.
